PEI Skilled Workers Outside Canada

The Skilled Workers Outside Canada stream welcomes foreign skilled workers having a valid job offer from Prince Edward Island employer providing a pathway to Canadian Permanent Residence.

The Skilled Workers Outside Canada is one of the stream of Labour Impact Category of several immigration streams of the Prince Edward Island Provincial Nominee Program (PEI PNP), a Provincial Nominee Program (PNP) operated by the province of Prince Edward Island. The Skilled Worker Outside Canada targets the skilled workers having a valid job offer for the National Occupational Classification (NOC) Skill Level 0, A or B from a valid employer of PEI. The province has provided the fast track path to permanent residence in order to fulfill the high demand for skilled positions that are not being fulfilled by the local labour force.

The candidate must be between the ages of 18 to 59 and demonstrate the genuine intention to live and work in Prince Edward Island permanently. The candidate must also prove the sufficient settlement funds to pay all immigration costs and establishments in PEI of the applicant the family members. If required, the candidate must also able to attend an interview with the staff of the PEI Office of Immigration. The job offer must be approved from the PEI OI before submitting an EOI.

Job Offer

To be eligible for Skilled Worker in PEI, the candidate must have a valid full-time, continuous and permanent or minimum of 2 years job offer from PEI employer which must be for a position classified under National Occupational Classification (NOC) Skill Level 0, A or B. The job offer must be approved by the PEI Immigration Office.

Language Proficiency

Candidate must also demonstrate that they have sufficient language proficiency in English and/or French to perform the duties for which the job is offered. The candidate can demonstrate the ability through the following ways:

  • an official language test approved by the IRCC performed with in the last 2 years with a minimum CLB level of 4, or
  • PEI PNP-L06 Employer Language Declaration signed by the valid employer, or
  • document indicating the main study language was English or French from an Internationally-Recognised Institution.

Level of Education

To be eligible for this stream, the candidate must have completed at least two years of a post-secondary degree or diploma.

Work Experience

The candidate must have at least two years of full-time work experience in the last five years.

Employer Requirements

In order to be eligible for a Skilled Worker Outside Canada stream, the employer is responsible to ensure:

  • the employment must be for a full-time and permanent position for at least 2 years
  • the employment in the intended occupation must be consistent with the applicant’s ability to perform the job based on education, training and/or experience
  • the employment must meet all the conditions of applicable Provincial And Federal Employment Workplace Standards and provide a comparable industry wage rate
  • the employment must be located in the Prince Edward Island
  • the employer must verify all the necessary credentials for the employment that requires provincial licensing to work in the occupation in Prince Edward Island
  • the employment does not contravene the existing employment disputes or bargaining unit agreements.
  • An employment contract must be provided, which must include all the terms and conditions of full-time job offer provided, a signature of an employee(applicant) accepting the employment offer with terms and conditions and the authorized signing officer of the company.
  • the employer must provide the settlement support to the applicant and their family
  • The employer must provide a Labour Market Impact Assessment (LMIA) (if applicable)
  • Attendance at the Immigration office for interview may be required
  • documents demonstrating that the effort for the recruitment of the intended profession has been unsuccessful within Canada and the intended position is critical to the employer’s business.

Application Procedure

The PEI Skilled Worker Outside Canada stream operates on the basis of the Expression of Interest (EOI) system. Eligible candidates must submit a profile to the pool of PEI’s Pool of Candidates. The EOI profile will remain active for 6 months and the submitted profile will be ranked based on the PEI PNP Labout Impact Points Grid. After submitting the application, the PEI PNP issues the Invitation To Apply (ITA) for a provincial nomination to the high-scoring candidates during the periodic draw. The candidate will then have 60 days after receiving an ITA, to submit a complete application for the PEI PNP nomination. The foreign nationals must provide the valid required documents with the complete application package.

After being successfully nominated from the PEI, the foreign national must submit an application for Permanent Resident Status to the federal government. The applicant will need to submit a paper-based application by mail to the appropriate centre for the Permanent Resident which will be generally be processed within 18 months.
