In a recent Expression of Interest (EOI) draw conducted by Manitoba Immigration Pathways, a total of 623 applicants have been issued Letters of Advice to Apply across various immigration streams. The draw, labeled as EOI Draw #190, took place on August 24, 2023. Let’s take a closer look at the key details from this draw.
Skilled Worker in Manitoba Stream – Occupation-Specific Selection
Under the Skilled Worker in Manitoba stream, candidates who are currently employed in Manitoba and working in occupations deemed to have high labor demands were given consideration. This selection was based on data published by Statistics Canada.

- Lowest-ranked candidate’s ranking score: 612
The eligible occupations fell within the following National Occupational Classification (NOC) 2021 major groups:
- NOC 73: General trades
- NOC 74: Mail and message distribution, other transport equipment operators, and related maintenance workers
- NOC 75: Helpers and laborers and other transport drivers, operators, and laborers
All Occupations Consideration
Profiles that were not selected through the occupation-specific selection process were also included in the draw.

- Lowest-ranked candidate’s ranking score: 646
International Education Stream
Under the International Education Stream, candidates who met the eligibility criteria were invited to apply.

Skilled Worker Overseas Stream
This category considered profiles that were directly invited by the Manitoba Provincial Nominee Program (MPNP) under a Strategic Recruitment Initiative.

Express Entry Profiles
Out of the total of 623 Letters of Advice to Apply issued, 178 were extended to candidates who declared a valid Express Entry profile number and job seeker validation code.
Note on EOI System Upgrade and Program Capacity
The Expression of Interest system underwent an upgrade between September 15 and October 6, 2022. No draws were conducted during this period. Despite the upgrade and reactivation of the EOI system on November 17, 2022, the Manitoba Provincial Nominee Program (MPNP) continues to experience high interest, leading to draw scores remaining higher compared to previous draws.
Important Information for Candidates
The draw’s announcement also contained important notes for candidates. It highlighted that candidates with higher scores who didn’t receive a Letter of Advice to Apply might have omitted crucial information, such as valid language test numbers or invitation numbers.
Additionally, candidates who claimed to be working in regulated occupations in Manitoba were selected in this draw. However, it was stressed that the MPNP may not accept or could reject full applications from candidates who aren’t genuinely employed in regulated occupations or haven’t fulfilled the necessary licensing requirements for employment in Manitoba.
Prospective applicants were advised to review and update their EOIs with accurate and complete information to improve their chances in future draws.
